The August 31 Morning Read covers oil, rates and the broader market. The delayed pre-market quotes below were captured around 05:31-05:33 ET on August 31, 2026; early trading can change quickly.

Three different catalysts, two still unconfirmed

PG&E fell 9.94% to $14.95, Intel gained 1.55% to $90.85, and Strategy rose 2.58% to $130.59 in delayed pre-market trading. The utility move followed a rating cut, while the Intel and Strategy stories remain reports rather than company-confirmed events.

PG&E: -9.94% as wildfire risk resets the analyst debate

PG&E was the clearest company-specific move. BMO cut the utility from Outperform to Market Perform and lowered its target from $28 to $21, according to coverage of the August 31 rating action. The stated concern was wildfire exposure. The earnings path still depends on regulated investment and California’s future liability rules.

PCG wheel context: risk can outrun the screen

The delayed Cboe file contained 752 series, 2,179,928 contracts of open interest, and 363,628 contracts of prior-session volume. Options do not trade pre-market; wildfire headlines can widen live spreads and implied volatility after 09:30 ET.

  • Why it matters: a lower rating and target raise the return hurdle while liability rules remain unsettled.
  • Objective range: the saved pre-market tape traded between $14.94 and $16.61, versus a $16.60 prior close.
  • Peer read-through: the move is mainly company-specific; other California utilities still share regulatory and fire-season sensitivity.
  • Main risk: the analyst action is only one view, and legislative changes could alter the liability picture quickly.

Intel: +1.55% on a reported SK hynix foundry opening

The Korea Herald reported that SK hynix is considering Intel Foundry for HBM4E base-die production as it looks beyond a single supplier. The report links the idea to capacity, cost and U.S. localization, but neither company had announced an agreement by the quote cut. A large outside customer would matter because foundry scale remains central to Intel’s turnaround.

INTC: treat the report as unconfirmed

The delayed Cboe file showed 2,376 series, 5,955,633 contracts of open interest, and 471,748 contracts of prior-session volume. Chain depth is substantial, but it does not turn a reported discussion into a signed customer contract.

  • Why it matters: HBM base dies connect memory stacks to compute, so a win could add a meaningful external foundry customer.
  • Objective range: $88.90-$91.42 in early trading, against the $89.47 prior close.
  • Peer read-through: a second foundry source could affect TSMC capacity and advanced-packaging assumptions.
  • Main risk: no agreement, economics or production volume had been confirmed by Intel or SK hynix.

Strategy: +2.58% as bitcoin rebounds and Saylor hints at buying

Bitcoin approached $79,000, up almost 1% over 24 hours and more than 2.5% from Friday’s low, according to CoinDesk. The same report said Michael Saylor hinted at Strategy’s first bitcoin purchase since June 22. No new company filing had confirmed a purchase by the quote cut, so the stock move is best read as bitcoin beta plus anticipation, not proof of a completed acquisition.

MSTR wheel context: two layers of volatility

The delayed Cboe file contained 3,384 series, 2,637,214 contracts of open interest, and 504,163 contracts of prior-session volume. Strategy combines bitcoin volatility with financing and share-structure risk; opening premiums need a fresh live check.

  • Why it matters: a bitcoin rebound lifts the value of Strategy’s treasury exposure and revives expectations of additional purchases.
  • Objective range: $126.57-$130.80 early, versus the $127.31 prior close.
  • Peer read-through: ASST also rose, but no separate company catalyst was confirmed.
  • Main risk: a social hint can be misread; only a filing can establish the size, price and funding of a purchase.

Also on the radar

  • SNAP +8.66% at $5.90: liquid and active, but no fresh issuer catalyst was confirmed.
  • TTD +4.27% at $14.15: a rebound from recent weakness without new company news at the quote cut.
  • ASST +3.63% at $22.53: moved with crypto-linked shares, without a distinct issuer announcement.

What to watch today

  • 09:30 ET - opening auction: compare regular-session volume with the delayed gaps.
  • After 09:35 ET - option chains: rebuild spreads and implied volatility; aggregate totals are not executable quotes.
  • PCG: watch whether $14.94 holds and whether the rating debate broadens.
  • INTC and MSTR: look for primary company filings before treating either reported catalyst as confirmed.
